Abstract
Los estudios sobre la modernización del Estado en Chile tienden a relegar el rol jugado por el Presidente Aylwin (1990-1994), ya que se privilegia en ellos el análisis del régimen político y la "consolidación de la democracia". Sin embargo, bajo esta administración y adoptando una estrategia experimental basada en el método de "ensayo y error", se dieron las condiciones para que un selecto grupo de directivos públicos llamados "arcángeles" iniciaran procesos modernizadores en los servicios bajo su mando, a condición de que ellos fueran graduales y de bajo conflicto.
