Abstract
Por más de 80 años, desde 1925, se desarrolló un extenso debate en Chile sobre la naturaleza y los efectos de la obligación que tendría el poder ejecutivo para entregar información al Congreso, en particular a la Cámara de Diputados, institución que posee la facultad exclusiva de fiscalizar al ejecutivo. El debate parlamentario sobre una nueva ley intentó despejar de una vez todas las dudas, solo para abrir nuevos ángulos del problema y nuevos debates. En un régimen presidencial fuerte, como el chileno, los resultados esta vez podrían concluir con un ejecutivo más fuerte que antes.
