The Code of Ethics of Revista Enfoques: Ciencia Política y Administración Pública (RECPyAP) is a set of best-practice guidelines intended to guarantee the responsibility, honesty, and transparency of all actors involved in the publication of scientific articles and/or book reviews, namely the editorial board, reviewers, and authors. This Code of Ethics is grounded in and derived from Resolution No. 2401, which enacted the new Code of Ethics of the Universidad Central de Chile (*), approved by the Honorable Board of Governors under Agreement No. 2 of Session No. 525, dated 28 April 2015.

The general ethical principles promoted by the Universidad Central de Chile are: (1) freedom, understood in all its forms and expressions, insofar as it does not infringe upon the rights of other individuals or of the nation; (2) tolerance, understood as dignified and respectful treatment of all persons; (3) probity, understood as honest and loyal conduct, committed to the mission of the University; (4) equity, understood as non-discriminatory and non-arbitrary treatment among members of the university community; (5) responsibility, manifested in the integral conduct of the entire university community; (6) responsible participation, understood as the reciprocal rights and duties between the University and its community; and (7) commitment to the country, orienting its educational project toward the integral development of the nation (**).

General principles
All actors involved in the publication of each issue of Revista Enfoques (***) must commit to complying with the journal’s Mission, the author guidelinesauthor guidelines, and the principles set forth in this Code of EthicsCode of Ethics.
Any matter concerning best practices that is not covered in this Code of Ethics shall be resolved by the Publications Committee of the Faculty of Economics, Government and Communications of the Universidad Central de Chile.

Conflicts of interest must be avoided at all levels. Should any arise, the parties involved must explicitly disclose them by means of a formal letter to the responsible editor. If the latter is the affected party, they must refrain from participating in the evaluation process of the articles.

Upon acceptance of articles for publication, authors retain the copyright of their work and grant the journal a non-exclusive license to publish and distribute these articles under the terms of the Creative Commons Attribution-ShareAlike 4.0 International License (CC BY-SA). Under this license, authors retain the intellectual property of their contributions while allowing others to use, share, and adapt them, including for commercial purposes. Any full or partial reproduction of the material must cite its source.

The Editorial Board considers it necessary to inform, by means of a formal letter, the journal director, the author, the Publications Committee of the Faculty of Economics, Government and Communications of the Universidad Central de Chile, and/or the relevant regulatory body of any breach of this Code of Ethics, particularly in cases of partial or total plagiarism of the article’s content. In any other case of minor infringement, whether or not it is explicitly included in this Code of Ethics, the editor-in-chief is responsible for notifying the parties involved in the misconduct verbally or in writing.

Principles for editors
The Editorial Board must safeguard, in anonymity, the identity of all actors involved in the article evaluation process.
The initial assessment of the article’s content falls to the Editorial Board, which—through the responsible editor—must determine whether the article is consistent with the journal’s Mission, the author guidelines, and this Code of Ethics of Revista Enfoques.
The Editorial Board has the duty to inform authors of the reasons for the acceptance or rejection of their submitted articles.

Throughout the editorial process, authors must be informed of any corrections, omissions, or errors in the publication.
Members of the Editorial Board must disclose any conflict of interest that may arise in the review of a manuscript.
The Editorial Board must guarantee that no manuscript is discriminated against on the basis of political views, nationality, skin color, sexual orientation, gender, religion, or ethnicity.
The Editorial Board must guarantee and make explicit that publication decisions are based solely on academic criteria, not commercial considerations.
The Editorial Board must ensure that the editorial process is subject to ongoing improvement and updating.

Principles for reviewers
If the article is accepted for external review, the Editorial Board will submit it to a double-blind peer-review process, which must be confidential, objective, and impartial for all parties.
Reviewers must disclose whether the manuscript they have received gives rise to any conflict of interest.
Likewise, authors have the right to access the review reports and must implement the corresponding revisions in the case of “acceptance” or “acceptance with minor revisions.”
On the basis of the final reports received from peer reviewers, the editorial team will decide whether or not to publish the evaluated article.

Principles for authors
The author must ensure that both the content and the results presented in the article are original and unpublished. They must also specify all details that support the research (type, title, and number of the project; names of all researchers; and the sponsors and/or funders).
The author must guarantee that their work is not the result of partial or total plagiarism of another work, nor of the intentional omission of bibliographic citations.
The author must identify and acknowledge, through appropriate citation, all primary and secondary sources used in the article.
The author must state in writing that the article submitted to Revista Enfoques is not simultaneously under review by any other journal and that all the information contained therein is authentic and accurate.
The author has the right to appeal a review decision that indicates that the manuscript is “promising but would benefit from substantial revisions.”
Authors may be required to provide ethical clearance reports supporting the research methodologies used in the project.

(***) It should be noted that the Code of Ethics of the Universidad Central de Chile applies only to members who are active participants in its university community, including “executives, faculty, students, administrative staff, and service personnel of the University and its subsidiaries” (second paragraph of Article 1). It should also be noted that the Code of Ethics of Revista Enfoques extends the expectation of ethical conduct to all participants in the editorial process, including both internal members of the Universidad Central de Chile and external contributors.
