Durante los años del gobierno militar Chile sufrió el aislamiento internacional. Con el eclipse de este gobierno, en 1989, y después, con las elecciones presidenciales que ganó el candidato de los partidos de la Concertación, se produce un giro en la visión que tenían los demás países sobre el nuestro, principalmente la percepción de nuestros vecinos, los países europeos y Estados Unidos...
