The Appointment of Ministers in Colombia: The Case of the Minister of Education under an Alternative Government

Abstract
This article examines the criteria used for appointing ministers in Colombia, in the context of the recent controversy surrounding the new Minister of Education. Criticism from political and media sectors argues that the nominee’s profile does not meet the requirements for the position and falls short of the expected standards to lead this ministry. The article seeks to answer four questions: What are the criteria for appointing a minister in Colombia? What are the underlying logics and criteria for appointing ministers in a “progressive” government? How legitimate are the criticisms of the appointment of the Minister of Education? And how might this appointment affect public performance, trust in institutions, and the public education agenda? These issues call for a review and analysis of precedents and practices in other countries that may shed light on the ministerial selection process in Colombia. The methodology is based on a review of texts and articles from academic journals and newspaper opinion columns.
