Abstract
Este artículo es aporte académico que problematiza acerca de la evolución en el sistema de empleo público de Costa Rica y su interrelación con la justicia constitucional. El artículo muestra los principales resultados de investigación, a partir de un análisis relacionado con la hermenéutica para la indagación a través de sentencias constitucionalidad como unidades de análisis; en particular, sobre acciones de inconstitucionalidad relacionadas con el sistema de empleo público en Costa Rica y el comportamiento que de ello han tenido que observar las instituciones en sus respectivos procesos de planificación institucional.
