The Parity Indicator as the Minimum Threshold for Gender Equity in Legislative Committees

Abstract
The objective is to determine what minimum indicator can be proposed to measure gender equity in legislative committees, applicable to any legislative structure. To do so, it answers the research questions: What criteria could constitute indicators for a gender parity index? What would be the minimum indicator for any parliamentary modality? The methodology establishes the conditions for the indicators (statements of their purpose, description, relevance, formula(s), unit of measurement, sources, periodicity, and complementary qualitative information). The main finding is the formula for a minimum indicator, common to any committee; it is simple yet powerful. It is expressed in a formula distinct from the calculation of gender percentages. A minimum criterion indicator is provided and, therefore, applicable to any parliament. It is exemplified by two legislative terms of the Congress of the State of Nuevo León, Mexico. The originality and value of this contribution provide parliaments with an instrument for assessing gender parity in descriptive representation and assists with substantive representation. The indicator's applications and social implications impact the composition of legislative committees with a view to increasing gender parity and equity.
