Theoretical and Analytical Framework for Studying the Latin American State in Development Promotion

Abstract
State intervention has been a key variable in explaining the successful processes of structural transformation in countries that have achieved development. However, historical experience shows that the mere involvement of the state does not guarantee such processes. Therefore, after discussing the importance of manufacturing and industrial policy for structural change, this paper brings into conversation three theoretical perspectives on the state—the state-centered approach, the strategic-relational approach, and the spatial-scalar approach—which, from different angles, highlight the importance of state configuration, its modes of intervention, and its capacities to direct processes of social change. On this basis, the paper proposes a theoretical and analytical framework for studying the role of the state in promoting development. This contribution is intended to serve as a lens for empirical studies that help understand the (in)capacities of the state to stimulate development in Latin American countries within the contemporary capitalist system.
