Inhabiting Democracy: Reflections in the Age of Artificial Intelligence

Abstract

This article analyzes Artificial Intelligence (AI) as a socio-technical environment (not only as a tool) that produces subjective mutations—salience, affective acceleration, simulated autonomy, and plausibility shortcuts—with significant effects on democratic life. Drawing on critical theory and recent studies on algorithmic governance, this argument suggests that these environments promote reactive democracies - which are useful for new rights in Latin America - and new forms of digital authoritarianism. In response, it proposes democratizing AI through its design, governance, and traceability, along with developing civic capabilities and affective participatory architectures to strengthen citizen agency. The hypothesis suggests that democratizing AI can help democratize democracy itself, particularly in Latin America, where the defense of the commons and technological sovereignty are central to imagining possible democratic futures.
