Evaluación de políticas y programas públicos municipales: el caso de los municipios de Michoacán, México

Abstract
El objetivo del presente estudio es determinar el nivel de evaluación en las políticas y programas públicos en los gobiernos municipales del estado de Michoacán. La metodología emplea un enfoque cuantitativo: consiste en el procesamiento de la información derivada del Censo Nacional de Gobiernos Municipales y Demarcaciones Territoriales de la Ciudad de México 2019 del Instituto Nacional de Estadística y Geografía (INEGI), la cual permitió la construcción de un Índice de Evaluación de Políticas y Programas Municipales (IEPPM). Los principales resultados muestran el nivel que prevalece en este rubro. En este sentido, el 70 % de los gobiernos municipales tiene un IEPPM muy bajo; mientras que el 23 % manifiesta un IEPPM bajo; el 5 % registra un IEPPM regular; y únicamente el 2 % de los gobiernos municipales cuenta con un IEPPM alto. En promedio, el IEPPM en Michoacán es de 15.3.1 Candidato a Doctor en Políticas Públicas en el Instituto de Investigaciones Económicas y Empresariales (ININEE), Maestro en Ciencias en Desarrollo Local y Licenciado en Economía por la Facultad de Economía, todos en la Universidad Michoacana de San Nicolás de Hidalgo, (México).
