State Funding for Physical Activity and Sport versus Political Parties in Latin America: A Comparative Analysis Based on Chile and its Sports Public Policies

Abstract
The study compares state financing mechanisms between political parties and sports organizations in Latin America, focusing on the experience of Chile and its public policies. It shows a disparity regarding the type of funding, because Chilean political parties receive permanent public funding proportional to their votes, ensuring stability. In contrast, sports organizations depend mainly on annual competitive funds, generating uncertainty and unfavorable competition for less prepared organizations. Despite the recognized benefits of physical activity for public health and social development, its funding seems to be less prioritized than political funding. An analysis of models in other Latin American countries concludes by recommending the exploration of more stable, equitable and strategic mixed funding mechanisms for sport, reflecting its social and public health importance.
